I think it's true for most things.

The things like Paul Blart sell a lot of copies. More than enough that having them as rental only prices would result in a loss. The smaller things would have almost no rental buys, like they do now. And then they'd have no consumer buys, either. There is probably a middle ground, but it isn't big enough to suddenly change how things are done.
