Pretty much this. A rational path for Israel would be to stop with the settlements in disputed areas and allow a bit more freedom of trade and travel

But in the past, freedom of trade and travel has just meant Hamas rearming.

It's very difficult for Israel to reduce the levels of control on the border without it resulting in a greater threat to Israerli citizens.

The argument from above seems to be "Israel needs to stop reacting to missiles from Gaza and give Gazans more freedom" but that ignores that that usually results in more dead Israelis.
