They are accountable. And their reaction is measured. Is it resulting in greater than 0 civilian deaths? Yeah.

But they are reacting in ways to minimize those deaths.
They phone ahead to warn residents of incoming attacks. They "knock the roof" with weapons without warheads as a warning before dropping live munitions. There are phone apps that give warnings of impending attacks.
Israel is working very hard to minimize civilian casualties despite Hamas deliberately using civilians as shields.
