My boyfriend is upset because his roommate's girlfriend is over 24/7. They're debating if they should make her pay for things. What do you think?

She sleeps there every night.
She showers and blowdrys her hair there (basically the only variable utilities cost she adds to the bill).
She eats there.
In this case, should she be viewed as a 3rd roommate who should help pay some portion of the rent and utilities, or only the marginal difference she makes in the utilities when she's there? Other ideas?
