spend the resources you have. Immediately pour what resources you have into development. If you don't have much to take, no one will bother.
Build up your hideouts. If they can't see what you have they will most likely move on.
Build up your wall. You're goal should be at least Level 17 (after that it gets more expensive but I was able to do this at my new colony fairly easily within about 2 weeks...say 3 or 4 for someone just starting out who doesn't have other towns to send resources).
If you are developing a military (a very good idea) build phalanx. That with a strong wall will deter most casual attacks. Your goal should be 100 Phalanx. That with a level 17 wall should really deter anyone but the most determined attack (provided you don't have many stored resources and high hideouts).
