No, that is why gerrymandering is in place right now. It artificially protects the legislative power of the white.

In 2012, the voting results were emblematic of the issue. Democrats won 48.8% of the vote while Republicans won 47.6%. The minority party has been empowered with the ability bottleneck legislation via gerrymandering. Republicans won 50 more Representative positions in this manner.
