Being in the toughest division around, I don't see how they are well-served wasting innings from one of their best arms in Triple A.

Keep him on whatever psycho pitch and inning counts you want, and make the other #5 starter into a temporary long reliever that spells Price's shorter starts. But until someone demonstrates they can actually put a bat on his baseball, they should be using those innings.
