General polling as backed that up for a while now.

"Focus on the problems at home, America is war weary" has been the general result of polls for the past couple of years.
I presume HRC is banking on the fact (this is probably a given) that the GOP will flog Obama as weak on FP, which will probably drive some general sentiment back toward engagement because we can't be seen as 'weak'. She's hedging for what public opinion will be in 2016, not what it is now.
