Correct. Consolation games are irrelevant since nobody is forced to play them.

The draft order is:
Worst teams who didn't make the playoffs in order of record with ties broken by points
Ordering of teams who made the first round and lost
Ordering of teams who made the second round and lost
Losing finalist
League champion
