Westeros used to be all Children of the Forest. Then when the First Men started arriving, the Children broke the land bridge between Westeros and Essos. Men kept on coming, and the Children kept losing, so they retreated to the North and flooded the Neck. But still the First Men kept coming and...
The Wall was created by the Others, who struck a deal with the First Men? I think there's some connection between the Children and the Others. I don't know what it is, but it's there.
But now in the books we have Bran hiding underground in the far North, training in magic with Bloodraven and the Children of the Forest. Wights (who are controlled by the Others) keep trying to break in.
The other thing I'd add is that there is clearly something up with magic, but the writer is wrong to single out Robb as being special among the Starks. Bran, Arya and Rickon are all wargs too, while we may never know about Sansa. And Bran's not just any warg, but a greenseer. But something has clearly happened to trigger some dormant magic in the Stark line.
