OK, so what happens is that if you don't vote you're sent a letter asking "why not?"

And you can explain that you did vote, or that you didn't vote because of illness or accident or whatever, or you pay $20.
If you don't give a good enough reason, or pay $20, then the fine kicks in. It's not $170.
