Is that last part the case though? He's against same-sex marriage, is pro-life, opposes gun control, supports Hobby Lobby-style religious liberty, etc

The article is unclear - all it says is "he also flirts with a more libertarian stance on social issues". I think this is code for supporting marijuana reform, but I'm not 100% sure. But I agree with Rand Paul being a unique snowflake - he's a voice the Republican Party needs in the mix of its big tent, even if I don't think he should be allowed to actually run anything.
Anyway, my main amusement was that in the eyes of WaPo, all it takes to distinguish someone from the tea party is pointing out racial disparities in the criminal justice system and saying "no wonder African-Americans feel targeted".
