I think it would have required a different structure if in 1 book, but the narrative would have been better.

A lot of wind is taken out of Zoe's Tale's sails simply because you know how things resolve thanks to The Last Colony.
It's not a bad book, but if I had had to wait the year between novels when they were first published, I think I'd have been pissed at getting a rehash.
