I agree on the first part, but I think they feel they need some insurance.

Depending on who you believe they either didn't get any offers for Cousins before the draft or they turned down Cleveland's 4 and were looking for a 2 at the worst.
With the way RG3 plays, I'm not sure they take anything less than a 3, and there might be reluctance on taking the 3.
