I think 'admit they made a mistake' is a bit misleading. they obviously pulled over the wrong car, but they don't feel they made a mistake in pulling

the car over, nor with the level of force they deployed. so it's more "yes, it turns out it was the wrong car, but we had no way of knowing that, so we're not sorry."
