fwiw, IRS notices start generating about 2 weeks ahead of the date on the notice.

That's to allow the taxpayer the full amount of time allotted in the notice to respond (pay within x days).
If you live near the service center where the notice is printed you'll get the notice sooner, obviously, and have more time to respond.
But people will still ignore the due dates.
