Franchising properties is what Hollywood is all about right now. This is a way to boost a couple of failed properties (Lone Ranger, Jon Carter) and make them viable franchises or at least profitable library content. Even Alice wasn't all that popular, yet the sequel is currently in production. Attach Depp's Jack Sparrow to the project, and you're just printing money. Heck, they can call it Pirates of the Caribbean: A Rising Tide.
