"Management of Savagery" and that it advocates building a state. The way it advocates not getting bombed into glass is to be so savage is to strike fear into the locals and everyone else.
I hope that's their plan. We've shown that what we're reallllllll good at is taking apart an organized 2nd or 3rd world state.
