Maybe I'm reading the statement differently. I'm assuming it means "people are not buying less CDs because they can download digitally."

I agree that from a financial perspective, the record companies are making less because they aren't selling CD's at a higher cost and therefore making more profit (although from studies I've seen, it's not much more profit than from a digital download).
But P2P networks and 'legal' digital downloads, I think, means people are buying less physical CDs.
