Agree with the sentiment of your im. Coralling the neighbours to work in unison would seem to be akin to herding cats.

Problem being if they were ever to get their act together, an even wider scale genocide would have taken place than that which has occurred already.
I know it's onerous being the world's policeman but someone's got to do it.
