Cause that's what it would take to "stop" him, and I don't think people want that. You're reacting with playground logic. Besides, Russia/the USSR has been doing these tests of airspace since for fucking ever. Does it make them jerks? Sure. Have we ever done anything other than scramble jets? No.
Need I remind you that in the 1980s, they actually *shot down* an airliner carrying not just US citizens but a US congressman? What'd we do? Sanctions. So jeebus, don't get your knickers in a twist over how we're being punked or something, because it's just how Russia has operated forever.
