Basically it says the admin should be able to predict the future.

Malaria is still killing more people every day than Ebola has ever.
So there wasn't any incentive or crisis to make the Ebola treatment a priority. And historic outbreaks have been small.
The reasons this disease is spreading have nothing to do with US or the Obama admin's policies.
It's spreading because people catching it are superstitious, ignorant of germ theory and distrustful of their governments and live in areas where there is no medical infrastructure to speak of.
Should the US do something? Sure, but let's not fault people for not having psychic abilities to predict the future.
