From my searching Dish will allow you to move from one DVR to another but DirecTV won't. As for getting them

to another HD, from DirecTV it doesn't seem possible. Dish does seem possible but he doesn't have that so he's screwed.
I believe you can hook the DVR up to a TV and watch was recorded on it without it being connected to a service.
