Is anyone around that can answer some questions about how players move with the premier league system? I'm intrigued.

I get how the teams move within the system with relegation, etc.
What I don't understand at this point is how players enter the system and move around.
In america, for football, there is college which serves as prep and a draft which determines who plays for who at the top level. In baseball, there are lower level, minor league teams, but players are still one of the 'premier' teams property while they play in the minors.
I understand that in England there are lower leagues made up of teams from smaller cities, etc. but who plays on those teams? Are they younger players who get transferred to the bigger clubs as they get older/better or is it just older players who simply aren't as talented?
Is a young talented player the property of say a Chelsea even when he is 18 and he just plays on loan to a smaller club while he improves?
What determines who gets a top prospect and when is that determined? If the Lebron James of soccer is coming up, is it just up to the highest bidder? Can Man U sign a 12 year old?
