the fifa rules on all this are sort of arcane to me, honestly. maybe cq or dane know this better, but i do know that....

a lot of the big european and south american clubs have club/academy systems where they groom young talent. someone like lionel messi (from argentina) started to play in barcelona's club system when he was 11, but as of now i don't think the clubs are supposed to actually sign anyone under 18--barcelona is about to have a 14 month transfer ban for violating these rules.
premier league sides like man u and arsenal run these kind of clubs for younger players--often what happens is they'll sign someone, run them through their academy and then loan them out to another premier league or euro team for their development, so that when they are 19-20 year olds they'll get actual playing time when they are still not ready to play for the big club. then once they get some seasoning under game conditions, they bring them back to the fold when they think they are ready for it.
