yes, but there are qualifiers for players outside of the club's country.....

international teams now can't sign a player from another country who is under 18, unless the player's parents move to the country for supposedly non-football reasons. (yeah, there's lots of room for chicanery here). there are also specific rules i think about 16-18 year olds within the e.u.
