not sure. i think there are some limits, but i don't know what they are. the premiere league also has....

some homegrown limits on who is actively under contract to the parent club, that is a certain percentage of them have to be english players. man city currently uses frank lampard like this--they took him on loan from their sister club new york city fc--he can conveniently fill a homegrown player slot for a few months since he's english, and then when the u.s. season starts they can just give him back.
