No, a better analogy. Go hiking in the Gorge and leave your purse on the front seat. Oh the car is locked, but it's sitting right there.

I would halfway blame the person for leaving their purse sitting on the seat, and of course I blame the thief.
If you are high profile you need to pay attention. Everyone wants a piece of you.
