yeah, that does get a bit tricky, as gerrymandering is also used to ensure minority representation in Congress

of course with SCOTUS striking down the preclearance requirements under the Voting Rights Act, there's nothing stopping states from going ahead and doing that now, if it were in their interests to do so.
