I'd be a big fan of not protecting any spots with only the #1 pick being given the % favor

If you're the worst, you can have your 25% for the first pick.
After that, it's 12 teams, each with an equal rate to get each successive pick.
You tank, you could easily come away with the 8th-10th pick. No more 4th is the absolute worst we can have.
