Marvel wants to introduce as many characters into the MCU as it can, rather than just rely on three of four.
This gives them more directions to go in, rather than Iron Man "What personal ego crisis is Tony going to deal with this time?" 4.
They know that for their movies to remain successful, they will always have to show fans something new.
I do think recasting Tony Stark would be tough though. Lots of actors are capable of smug fun, but not so many are convincing as a genius.
