I base mine on Wonders. 4 Dolphin Wonders with the colldown reduction Govt makes me wait 48 minutes before reusing. 6 Forge islands means no wait

so that is 10. Plus a Colossus or two for my maxed 12.
I will likely be shooting for: 3-4 wine towns with a Dolphin Wonder, I'll keep the 6 Forges (so sulfur), 1 crystal usually with a Colossus and then a a floater which usually lands on a Colossus island, maybe marble to get some of that without pillaging.
