The other thing to consider is that four seasons means syndication, which incentivizes them to renew this year.

But an NBC show getting 2.2 million viewers should get canned.

Wikipedia says "In recent years, the bare minimum of episodes for off-network syndication has been set at 81, with the ideal minimum now set at 88"

Nikita was a recent one that only got 6 episodes in season 4, just to keep syndication potential.

These days, it's four seasons rather than 88 episodes. Cougar Town was a good example of a show that earned benefit of the doubt this way.
