It might happen, but given what we've seen from him since 2009, I'd think it's much more wishful thinking than borne out by reality.

The time to lead without fear was January 2013 when he had no more races to win and had 55 Senate votes and a majority of the House vote (not House majority).
At this point, I we can safely say he is what he is, a cautious President who hasn't shown a strong ability to define his positions for the population. Add that to the fact that 7th/8th year Presidents are notoriously irrelevent...if he starts wielding political power effectively like peope are hoping, it would be one of the more shocking outcomes in modern politics imo.
