I might be wrong on this but I thing the guy might have ADHD/ADD or something similar....

Totally possible hes just lazy but it sounds to me like its procrastination and if it is, there more medical issues in here which neither the writer or Prudence even looked at. Maybe hes been depressed for a number of years and the wife has not looked into this.
Just saying that there might be a medical issue.
