If you have suspicion of that particular vote being changed, sure.

But how could that work?
Voter A is suspicious that, even though they got the receipt, that their vote was improperly counted. So, what next? Who is going to verify that for them? It certainly won't be the 70 year olds that work at most voting facilities.
Plus, this assumes the hacker wouldn't be smart enough to have a "correct" database just in case someone wanted to verify while the fudged database is the one that gets sent onward.
