Has it been pointed out here that these are not performance bonuses, but retainment bonuses? Does that make a difference?

Nobody's being 'rewarded' for doing a bad job (leaving aside the bailout money itself). It was part of the employment contracts these people signed.

I agree it's a horrible precedent.
