I was mostly explaining yesterday, but as always I do care about fairness, but also practicality and effectiveness.

It's less fair for them to pay nothing than something. What's the point of charging the higher rate (which might be the "fair rate") on nothing? There are other issues that come into play as well such as market competition and in the global marketplace we have to compete with other countries for tax revenue. That's just reality. I'm not saying 5% is the right rate, but I am saying it's silly to dig in our heels on making the rate fair, when it simply results in getting nothing. In a perfect world they would pay the full rate, but we have to deal with reality too.
