which is just as well, as the companies paying the tax will pass on the increased costs to consumers (as they should)

IMO industry does have a valid concern about cabon leakage though - for example, a company that manufactures in the US and has to pay a price on carbon will be less competitive against companies that manufacture outside the US and do not have to pay the tax.

I'm not sure how Europe, which has a cap and tarde system up and running, deals with this issue.
