Of course they would work hard to get them engaged, but it has proven very difficult to succeed at. In roads have been made, but I think it's fantasy

to think it will suddenly engage. I agree entirely with your last sentence and I have hope that over time people will engage, but there's no evidence it's going to happen soon. It happened to a degree with the first election of Obama, but it didn't stick.
