I agree with pmb, who truly gives a damn...but to call Rubio stupid for stating this is just missing the point he's probably right.
Dictators take resources to enrich themselves and their ilk. Those who have the power will control the power...it's basic. We don't stop spending money in other locations run by a dictator, so it's foolish to continue to do so here ... but let's not think that money won't help the ruling power.
