it's all held together by spit and a prayer here. And we actually aren't bad at this. But the literature I read suggests this is not uncommon. There are many reasons for this, incompetence is merely one...time, funds, resources, bad strategic choices initially, scope creep, competing objectives, etc...they all contribute.

I will say this, I think centralized political systems have the advantage in protecting themselves. They don't have pesky business interests (or any other interest) to get in the way of implementing security protocols. The system tells them to comply with some security feature or "else". The also have the benefit of central planning whereas infrastructure can differ from industry to industry or even company to company within the same industry.

I'm not a Cyber Security Expert but from what I've learned in this new job - I do not envy them.
