Ika.com: what is our ruling on wonder drainers?

I've messaged the player (newb) multiple times, messaged their dip and their leader no response from anyone.

I have spies in his town so I know he is online as his temple went from lvl 3 to lvl 5 overnight; just isn't staffing it.

Razz from CAT is super pissed at this guy as well as I already dealt with another leecher but he was unaligned so no big deal.

This guy is part of KofG (so not really a big deal either).

I sold all my troops to Arman today or else I would have went in, so after I rebuild I figure he is fair game to recoup some of my gold from extra priests right?
