It seems strange to me that while that particular point in New York time was Time Locked, that just through the natural progression of aging, Rory and Amy would have left the Time Locked section of the time line and the Doctor could have easily popped in and said hello after they crossed out of the locked period.
Granted, for him it would be as if no time had passed, and Amy and Rory would have lived maybe a year or two in the past before the Doctor returns them to their proper timeline.
