It was definitely intentional and that doesn't bother me. What bugs me is that the story was just lame and very hard to follow.
Too much makes no damn sense. We got about 2/3 of an actual story with most of the beginning missing and half of the ending not there.
From the way the story ended, it looked like all of 4 people outside of Clara and the Doctor were affected. And there's the line that maybe meant something or maybe didn't about all of the affected possibly not even being from the same time period.
And it was only partially clear who provided what elements to the shared dream.
It was an extremely sloppy story
