1. Call an electrician. S/he can deal with any funky issues that might crop up, plus you'll be in the clear if something

goes wrong that causes damage to the condo.

2. Do it yourself. It's likely that you won't run into any issues.

But, if the last condo owner tried something and did it screwy, you'll be left trying to figure it out so you don't burn the place down. Plus, 40 year old fixtures means 40 year old wiring. All sorts o things could be wrong in the walls or just out of date or below code.

Honestly, if you were in a free standing home and free of the condo restrictions, I'd say go for it. Electrical isn't terribly hard, especially if you're just swapping fixturing.
