Some guys did not vote becuase in the perverse logic of this, the fewer ballots sent in actually helps people who are close.

if you can't vote for all the guys you want to, not submitting a ballot is better than not giving them a vote.

You need 75% of the submitted ballots; not 75% of all possible ballots.
