Because the commissioner wants offense (as do the fans) -- and it's easier to change the rules than get less obstinant hitters.

There are certain hitters who show every day in batting practice that they can go opposite field but singles don't earn the contracts they signed so they pull everything into a dead shift in the hopes they get under the ball enough to hit it out.
Papi for one could poke a dozen balls a week through to left field, probably hit close to .350 doing it but that's not what he's getting paid to d so he doesn't.
