I expected they might keep at least the underground lines running here.

But:
1) I guess they don't want to encourage travel
and
2) they are using the underground express tracks to store trains out of the elements.
Responses:
i think disaster planning has clearly switched to a mindset where they shut down public transport exactly for reason #1....nm
