Criminally, no. Civilly.... maybe? If the kid was just taken to and from the place where he was questioned, I'd argue no. If he was actually taken

throughout the store on a meandering route to the exit as an attempt to make him an object lesson, then I think a civil suit has merit and would side with the mom against Target.
There doesn't seem to be any explanation of what the store was accusing him of, so that would play a part in what I'd think and how I'd rule.
"He took long breaks!" Then Target acted excessively.
"He stole merchandise/cash." Then Target acted appropriately, barring actually parading throughout the store as an object lesson.
